I’m Jeff Charlton, an environmental hygienist and disaster recovery expert with over 35 years of experience across the UK and internationally. My work has taken me from flood and fire damage response to managing decontamination projects after the Gulf War, and into the courtroom as an expert witness on mould, toxic exposure, and building-related illness.

I founded the British Damage Management Association (BDMA) to help raise the standards of the damage management industry in the UK. Over the years, I’ve become a Certified Indoor Environmental Consultant (CIEC), an IICRC Instructor, and an advocate for safer, healthier indoor environments.

In 2018, after an accidental mould exposure, I suffered severe health setbacks—including strokes, heart attacks, and brain inflammation. This personal journey deepened my commitment to helping others affected by mould-related illnesses and environmental exposure.

I now dedicate my time to consulting, teaching, speaking at events, and supporting legal teams with expert insight into complex contamination cases. Whether it’s a forensic investigation or indoor air quality assessment, I bring a lifetime of technical knowledge and lived experience to every job.

Professional Experience

Consultant and Expert Witness

  • Served as both consulting and testifying expert in cases involving toxic mold identification, building-related health effects, and construction defects.
  • Provided scope of work to the US Corps of Engineers for restoration projects post-Gulf War, including Emirs’ palaces and Ministries in Kuwait.
  • Engaged with global organizations to apply advanced forensic and decontamination techniques in the UK.
  • Supporting legal cases in civil and criminal courts (2000 – Current).

Post-Gulf War Decontamination Specialist (1991–1992)

  • Hired and led teams of over 500 personnel in hazardous conditions to restore hotels, oil fields, and strategic government buildings in Kuwait.
  • Directed the decontamination of critical infrastructure, providing key consultation on disaster recovery operations.

Founding Chairman – British Damage Management Association (BDMA) (1999–2000)

  • Provided initial funding and established the BDMA to standardize and promote damage management practices in the UK.
  • Played a pivotal role in shaping professional standards for disaster recovery across the country.
